What the district's own recovery strategy says about this aquifer
In July 2021, the St. Johns River Water Management District's governing board approved a recovery strategy for Lakes Brooklyn and Geneva. Minimum levels for both lakes are adopted in district rule, and both sit below them. Measured at the median against average pumping over 2014 to 2018, the shortfall runs about 1.6 feet on Brooklyn and about 0.3 feet on Geneva. Projected forward to 2045 with no change, the district puts those figures at 3.9 feet and 1.5 feet.
The strategy contains a section titled "Domestic Self-Supply near Keystone Heights." Public supply, meaning utility withdrawals, accounts for 44.3 percent of the change in the aquifer's potentiometric surface at Lake Brooklyn from pumping across the district. Domestic self-supply, which is the term for private household wells, accounts for 27.0 percent.
The strategy then looks at wells within 10 miles of Lake Brooklyn and reports that they account for nearly half of the total domestic self-supply figure. Its conclusion is quoted here as written: the investigation "highlights how, cumulatively, nearby small withdrawals can significantly influence the UFA levels at Lake Brooklyn." UFA is the Upper Floridan aquifer, which is what most wells around here draw from.
Those are modeled shares across whole categories of withdrawal, not findings about any one property, and nothing in the strategy changes what a household may do. Where it bears on our trade is the direction it describes. A district with an adopted recovery strategy is documenting sustained pressure on the aquifer this town pumps from, and that is an argument for specifying headroom into a replacement system now rather than matching whatever was in the ground before.

Lake Brooklyn sits over sinkhole features, and a good deal of what it receives drains downward into the aquifer beneath it. Studies put the leakage at around 36 inches of lake depth per year on a long-term average, and a survey conducted in the fall of 1997 recorded a rate closer to 100 inches per year. A lake losing that much through its own bottom does not hold a steady surface.
The record shows it. Since 1957, the surface of Lake Brooklyn has moved through 31.4 feet between its highest and lowest levels. In a survey of 121 Florida lakes, only four percent moved more than twenty feet at all. That is the range a pump on this water has to work across, and it is why a system set up against one year's level can struggle against another's.

A pump lifting by suction has a hard-working depth set by atmospheric pressure, and a source that moves across a range like this one can use up much of it. Protection against running dry, and what it actually is
A pump run without water can quickly destroy itself. On these lakes that makes it worth naming the hardware rather than gesturing at it: a low-pressure cut-off on the switch, or a low-water float or probe set at the source. It is worth having the numbers checked. A system installed against the water level of a particular decade was sized for that level. The useful question is how much reserve the arrangement still has, which is different from whether it runs today. That is a measurement, and it is part of the visit rather than a separate exercise.

A system with a reserve is not harmed by having more water available to it. The risk runs the other way, which is why we would not shrink a specification today against a projection the district itself presents as a model.

The strategy names no household and imposes no household obligation. What it sets out is the district's own program of work, including the recharge project below. Anything about a specific property's authorization is the district's to answer, and they take the call.

What we can say is that there is room on the equipment side: a system sized and scheduled to the range in the record will generally put less water down for the same result than one set up against a wet-year level.
