If you are buying a place on a well around Alachua with VA, FHA, or USDA financing, there is a piece of the process nobody explains until it goes wrong. Under VA and FHA guidance, you may not collect the water sample your lender relies on, nor may anyone you hire; USDA separately requires that the analysis itself be run by the health authority or a certified lab. Who is allowed to draw the sample, and why it is not you

The VA lender's handbook states that all testing must be performed by a disinterested third party, that this includes collecting and transporting the water sample from the source, and that at no time will the veteran or other interested party collect or transport it. HUD's guidance to lenders applies the same restriction to the borrower and interested parties. USDA requires the local health authority or a state-certified laboratory to perform the analysis.

The handbooks also name who may: the local health authority, a commercial testing laboratory, a licensed sanitary engineer, or another party acceptable to the local health authority. A buyer is an interested party. A seller is an interested party. A pump contractor working for either one is an interested party, which is why we hand this piece over and say so on the phone before anyone books anything.

So the slow step is rarely the analysis. Alachua County's health department runs its own water microbiology lab and posts results the next day. The slow step is arranging for a qualified, disinterested person to draw the bottle and get it delivered inside the county's acceptance window, and that is the piece people leave until last.

Four ways a sample gets thrown out before anyone tests it

Alachua County publishes its acceptance rules, and they are strict enough to catch people out. A rejected sample means drawing again, and on a purchase timeline you may not have

  • It arrives more than 15 hours after it was drawn. The county states samples must be received within that window.

  • It is warmer than 24 degrees Celsius on arrival. Warm samples are rejected or generate a sample exception record, so a bottle that rode around in a truck all afternoon is a wasted trip.

  • There is less than 100 milliliters in the bottle. Under-filled samples are rejected outright, and the fill line is marked for a reason.

  • It shows up on a Friday. The county accepts water samples Monday through Thursday, before 4 PM.
