Buying a Columbia County place on a private well puts two clocks in front of you. One is your lender's, and what it wants depends entirely on which loan you are using. The other is the condition of the pump, tank and wellhead you are about to own, which no lender checks and no laboratory measures.

Only one of the four loan programs actually orders a water test

The handbook is direct: water quality tests are required, the water must meet state or local authority standards, and the local health authority or a state-certified laboratory has to perform the analysis. The report stays valid for 180 days. Two further USDA lines matter more here than most buyers expect, and they are the subject of the next section.

VA requires that water quality meet the health authority with jurisdiction and treats a certified result as valid for 90 days. FHA requires the same standard but orders a test only for triggers, including a well less than 100 feet from a septic system, agricultural use within a quarter mile, or an objectionable taste, smell, or appearance. Fannie Mae and Freddie Mac ask for no water analysis at all. Worth knowing before you assume: not one of the four names a single analyte. Every one of them defers to the health authority, so the actual panel comes from your lender or the lab, and that is a question to ask early.
The USDA line that catches Columbia County buyers
Two sentences in the USDA handbook do more damage around here than the whole rest of the file. Water systems that require continuous or repeated treatment to be safe from bacterial or chemical contamination are not acceptable. And properties served by cisterns are not acceptable either.
Now put that against the water we see. Sulfur, iron staining, and hard water are the complaints our Lake City customers raise most often, along with tannins near the lakes and in the forest. As a result, treatment equipment is a common sight in pump houses here. A softener or filter fitted for staining and smell is an aesthetic choice, and nobody objects to it. Equipment installed because the water was unsafe without it is a different animal, and it is the animal that the sentence is aimed at.
The distinction turns on why the equipment went in, and that is exactly what a buyer inherits without documentation. Finding out during underwriting is late. Finding out while you still have a contingency is a negotiation. When we inspect a Lake City property, we note what treatment is installed and what it appears to be doing, and if the answer looks like it belongs in front of your loan officer, we say so in the report.

The mechanical condition of the system, which is the part of the no-lender checklist that covers it. A well can return a clean water result and still be sitting on a pump at the end of its service life.

A written report you can act on before closing
Buyers use it to request a repair, a credit, or a replacement while they still have leverage. That is the commercial reason to book one.
The order to do things in, working back from your closing date
Book the water sample first, because it is the piece you control least. The Florida Department of Health in Columbia County runs a state-certified microbiological water-testing laboratory and states on its own page that water testing is often required to secure bank financing for new homes. A sample is $30. If you would rather their environmental health staff collect it than handle it yourself, that is $130 including the analysis. Samples are accepted Monday through Thursday, 8 AM to 3 PM.
That collection option exists for a reason worth knowing: neither you nor anyone you hired may draw a lender's sample. VA and HUD both bar interested parties from collecting or transporting it, which rules out the buyer, the seller, and any contractor working for either.
